Under the Indian Defence Force Act every European British subject ordinarily resident in India who is between the ages of 18 and 41 and is not excepted or exempted is liable to be called out for general military service in any part of India and to do certain training which comprises preliminary training of 30 to 90 hours, according to a man’s previous efficiency and a periodical training of four hours a week with a musketry course and attendance in camp.
Men between the ages of 41 and 50 are liable to local service only and while require to do the same preliminary training and musketry as general service men will on completion of that training perform one hour’s drill per week and will not be required to attend camp. Cadets between 16 and 18 are liable for training only. Out of the number who submitted registration forms under the Registration Ordinance it was first necessary to eliminate those who were excepted from liability to military service under the exceptions shown in schedule 2 of the ordinance. In this connection it is desirable to emphasise the distinction between “exception” and an “exemption.” Under the Indian Defence Force Act a person who is excepted by the schedule referred to, such as a soldier of the regular forces, a minister of religion or any person over fifty is absolutely excluded from any liability under the act. The District Magistrate and not the exemption tribunal is the deciding authority whether a man is excepted, Exemptions, on the other hand, are granted by tribunals to persons who are not excepted from the provisions of the act. To decide the question of exemption, tribunals were set up throughout Indian, composed in each case of one civil official, one military member and a non-official and they have now nearly completed their tasks. No attempt was made to dictate to these tribunals the method of performing their quasi-judicial functions, but a military officer was charged to appear before each tribunal and to lay before it the views of the military authorities. |

First Group Selected
Indian Defence Force Act 1917 - Rangoon Brigade area selection committee
Indian Defence Force Act 1917 - Rangoon Brigade area selection committee
The following non-commissioned officers and men have been selected by the committee for general service under the Indian Defence Act, 1917 and should hold themselves in readiness to proceed on service for three months on or about 1st October 1917:- Selection area Rangoon Brigade. Nominal rolls of persons selected. Total number required in group is:- Sergeants, 7 ; Corporals, 7 ; Privates, 181.
We understand that these non-commissioned officers and men must be in Rangoon by September 30th in order to leave on October 1st for Secunderabad and that they will reach Rangoon on the return journey on or about December 31st.
Appeals from the list selected will be received by the selection committee up to September 2nd when all appeals will be heard and orders passed in public in the Secretariat. A large number of late revisions in the groups have reached the selection committee. At the conclusion of the hearings of the appeals the selection of the second group to go will be decided upon and appeals heard in relation thereto.

Any N.C.O. or man who wishes to make any reprensations respecting his selection for general military service should submit them at one in writing direct to the President, Selection Committe, Mandalay, who will consider all representations received up to 1st September next.
N.C.O.'s and men in Group 1 who have been selected by the selection committee for general military service are ordered to report themselves by the evening of 30th September at their detachment, company or corps headquarters, whichever is nearest to where they live and in absence of further orders will proceed at once to Mandalay to report themselves to the Adjutant.
When the quotum to be furnished by this corps is complete, the N.C.O.'s and men composing it will proceed to Rangoon and await a steamer to India. They will return to corps or detachment headquarters on 31st December as near as sailings permit. General Service includes the time spent in coming from and going to headquarters or corps or detachments.

Moulmein Volunteer Artillery Corps
The old Moulmein Volunteer Artillery Corps, established thirty-two years ago, automatically became a unit of the Indian Defence Force and has continued to drill as such as its own headquarters on the Strand.
The announcement that the Corps is to be amalgamated with the Rifles has therefore caused some surprise and no little regret among the members past and present and their many admirers. However out of date the guns with which the Corps has been furnished to practice and drill with maybe the gunners themselves are by no means obsolete and their being drafted into the still older Moulmein Volunteer Rifles will undoubtedly stiffen that Corps considerably and lead to general efficiency.
Numerically the M.V.R. has always been the stronger of the two corps and possesses an Adjutant, whereas the Artillery had only a Sergt.-Instructor. It is understood that the popular M. V. A. club will be kept going in spite of the amalgamation of the two Corps.

The active service groups of the Indian Defence Force from the Rangoon Port Defence Crops, Rangoon Vol. Rifles, Burma Railways Vol. Corps and Moulnein Vol. Rifles have left Burma for their training camp in Madras under the command of Capt. P. Henstock, Rangoon Vol. Rifles. An immense crowd had gathered at the wharf to give them a send off. Mr P. Abdool Gaffoor, Merchant, 26th Street, entertained the departing troops in the shed on the wharf having given the Vienna Cafe carte blanche for 250 persons. Mrs J.J. Nolan at the request of Mr Gaffoor asked a number of ladies to help her see that the men were all well looked after and Mrs and Miss Holmes, Mrs Grant Nicoll, Mrs G. Scott, Mrs and Miss Rowett, Mrs Cotterell, Miss Holland, Mrs Blackstock and Mrs Williams, saw that everyone had the best of attention. Hot tea and coffee coming as they did after a long march in the rain were very acceptable. The Rangoon Vol. Rifles group was the first to arrive at the wharf, their heavy luggage having been sent on ahead. Their and with Mr Duffy conducting played them to the wharf. They assembled at headquarters at 10.30 a.m. where their Commandant Lt.-Col. Stevens, V.D., spoke to them. He wished them goodbye and good luck. It had given him and the officers of the corps great satisfaction to note the improvement in the work of the men and the keen interest all ranks were taking to make themselves efficient. They were now going where they would have a great deal more work to do ; where there would be inconveniences which they would have to put up with but he felt sure they would take things as they came, do their duty with keenness and thoroughness and would come through all right, a credit to the Corps. Following the Rangoon Vol. Rifles came the men of the Rangoon Port Defence Corps who marched from their headquarters in Lewis street under the command of Sergt.-Major Crowther, who relinquished command on the wharf to Capt. Henstock. The Moulmein Volunteer Rifles group was the next to arrive and report, the last being the Burma Railways Vol. Corps group who were played from their headquarters by their band. Before leaving their headquarters Lt.-Col. Huddleston said he wished them goodbye and a successful voyage. He hoped they would all come back much benefited by their experience and training and that they would let no untoward act, while in Madras, reflect on the honour of the Corps. He hoped the keenness they displayed here would be augmented there. When Major General Young, who was accompanied by Lt. Vallance, Station Staff Officer, arrived, he was met by Capt. Henstock. With Lt.-Col. Stevens, Capt. Hill, Adjutant, Major Dawson, T.A.M.C., who is in medical charge of the steamer which also carried a draft of the Burma Battalion under the command of 2nd Lt. Lanktree, Indian Army Reserve of Officers, an inspection of the various Indian Defence Force groups took place after which General Young said he was not going to detain them with a long speech as they were not going to be away long. He hoped they would do the work they would be called upon to do with willing zeal and thus uphold the honour of Burma. When the General had departed, Capt. Henstock heartily thanked Mr P. Abdool Gaffoor for his thoughtfulness and generosity to the men which had been very much appreciated. He called for three cheers for Mr Gaffoor which were heartily given. Three ore cheers were given for the ladies who had looked after the men so well. Small packages of sweets and smokes were given to each of the men and as they left the shed for the steamer they were heartily cheered. Many people braved the storm and watched the steamer depart from the open wharf. When the men were marching from the shed to the steamer a group photograph was taken of them by the Japanese Art Photo Studio. Mrs Nolan on her arrival was given a very handsome bouquet by Mr Gaffoor. It was the largest gathering that has witnessed a contingent depart since the outbreak of the war. |
Departure of Upper Burma Groups

The battalion is quartered in Gorpuri Barracks, Poona, the men in the same platoons or from the same locality being as far as practicable allotted to the same barrack room ... The establishment of the following Corps of the Indian Defence Force have been sanctioned:- Third Rangoon Group: Garrison Artillery, Rangoon Rifles, Moulmein Rifles and South Andaman Rifles.
An official communiqué
As considerable misconception still appears to exist regarding the object with which certain special general service units of the Indian Defence Force have been formed, it may be as well to explain again that these have been embodied for garrison duty and thus replace regular units for service elsewhere. Though no doubt the military efficiency and value of the Indian Defence Force will be enhanced by the increased training, they will thus receive, it should be clearly understood that they have not been embodied for this specific purpose.
Resignations
The following resignations of officers of I.D.F. units have been announced:-
Lt. H.S. Davis, Moulmein Vol. Rifles ; Capt. B.J.B. Stephens, Capt. E.. Drury and Lt. C. Morgan Webb, Rangoon Vol. Rifles ; Capt. B. Rance, Upper Burma Vol. Rifles.
Revision of Medical Categories
An army department notification has been received revising the categories of fitness for the examination of men deemed enrolled for general military service in the Indian Defence Force. Categories A and B are unaltered. The old category C disappears. Men between the ages of 18-41 who were in this category are to be re-examined. Class C corresponds to the old class D. But men in this class are temporarily exempted from all service. They are to be struck of the rolls of the corps until passed for classes A and B on re-examination. Class D is new. There are no longer any men classed as permanently unfit. This enables new class D men and old class E men between 18-41 to be re-examined at any time after the expiration of six months. The above remarks apply only to men between the ages of 18-41 who alone can be compulsorily examined. But examination on the same lines may be offered to men over 41 and to cadets, with the alternative, if it is refused, of their being placed in class B and posted to corps.
European British Subjects -Non-Europeans in the Rangoon Vol. Rifles
The District Magistrate on Friday dealt with an application of the Assistant Adjutant and Quartermaster-General, Burma Divn. made to him through the Officer Commanding, Rangoon Rifles, which was as follows: “I have the honour to forward herewith a list of persons (A) who were members of your Corps before February 28th 1917 and who did not register under the Registration Ordnance 1 of 1917 as they are not European British Subjects, together with a list of persons (B) who have been posted to your Corps since February 28th 1917 and who registered under that Ordnance for various reasons, though they are not European British Subjects. As their nationality is strongly in question, I am directed to request you to instruct the Adjutant of your Corps to apply to the District Magistrate of Rangoon for enquiry under Section 9, Act 3, 1917. Though Section 2 of the Act defines all these persons as European British Subjects, it is considered that it was never the intention of Government to compel men to serve who admit they are pure natives of India. This appears obvious from the fact that provision has been made in Part II, Indian Defence Force rules, 1917, for non-European British Subjects to voluntarily enrol themselves for general military service. Any other view would create an anomalous position, for it would enable natives of India, by registering, to force their way into a Corps where they are not wanted, and, by reason of being members of a Corps before February 28th 1917, it would compel them to perform obligations which their nationality does not impose. It is not desired therefore to retain the services of such men in the Corps.”
List A, which is the Nominal Roll of persons who were volunteers on February 28th 1917, but who did not register on the ground that they were not European British Subjects, contains the following cadets of the Rangoon Volunteer Rifles. The remarks column says these cadets all enrolled under assumed English names and that the Officer Commanding, Rangoon Vol. Rifles, desires their removal from the Corps:-

Private Dasman, Bengalee, Private N.M. Samuel, Madrasi. Samuel was declared a non-European British Subject by his Worship in proceedings No. 59 of 1917. His Worship passed the following orders : I have personally interviewed all the persons, with the exceptions of those named on the lists A and B sent by the Adjutant, Rangoon Vol. Rifles. They are all pure Burmans, Karens, Zerbadis or Indians as noted by me, with their fathers’ and mothers’ names. Capt. Cameron agrees with me that they are all obviously not European British Subjects and under Section 9 of the I.D.F. Act III of 1917, I declare them to be not European British Subjects. Reg. Brown, P. Gomes, S. Lawrence and H. Wilson are said to be at present serving in Madras.

After being fixed up with all their requirements the men marched to the barracks at Mandalay Hill of the Royal Irish Fusiliers detachment, to whom they will be attached until they leave Mandalay for Madras via Rangoon. The only non-commissioned officer with the group now is Corpl. Wilkinson, Sergt. Reeves not having arrived yet.

News that the Calcutta steamer, with the first contingent of the Indian Defence Force from Burma who have been training in India on board, had been sighted and would be alongside the Latter Street wharf shortly after seven o’clock, attracted a crown of relatives and friends of the returning officers and men to the wharf. There were present Lt.-Col. Stevens, Commanding Rangoon Rifles, Major McRae, Brigade-Major Rangoon, Capt. Payne, Intelligence Officer, Rangoon, Lt. Prescott-Day and Lt. Grist, Brigade Office, and officers of the various units in Rangoon which sent men to India. As the steamer was coming alongside the I.D.F. band under Mr Duffy played several popular airs and were warmly cheered by the returning men. When all men and luggage had been disembarked, the Tangoon Rifles Platoons formed in columns of fours and were played to their headquarters by their band, a fatigue party being left behind to look after the luggage. The Rangoon Rifles men looked very smart as did the detachments of the other units., The Mergui men marched to their steamer, the Burma Railways Regiment men to their headquarters and the Upper Burma Rifles contingent to the British Infantry lines attached section.
Orders have come from India that 728 recruits who were enrolled in Burma in the 2,500 that were secured by the Burma Volunteers Association and Burma Recruiting Association, I.D. Force, have been ordered to appear for examination at the station hospital, Rangoon, at 11 a.m. on dates between January 3rd and January 9th. If passed medically fit they will be sent to Lt.-Col. Kirkwood, Cantonment Magistrate, for enrolment. The recruits to be examined have all been notified by Capt. C.E. Law, who is the Divisional Officer for registration in Burma.
