His typed, signed letters to:- A.H. Seymour, I.C.S., Secy., Defence Dept. and F.H. Yarnold, Secy. to Govt. Defence Dept. Requsting info. on the I.A.R.O. and the position of Brit. Territorial Army Reserve in the event of war. Handwritten notes state"... are no special rules on the subject. A reference is invited to para. 6 of the Regulations of the A.I.R.O. .... provided their services can be spared... A similar question was discussed in Mr Fann's case..." A quick reply to McTurk (May) states "... The formation of the ABRO is at present under the consideration of Government... It is at present impossible to answer all the questions contained in your letter ..." In June he receives a more in depth reply from F.H. Yarnold, to which he replies "... I propose to resign from the Territorial Army Reserve shortly... I have now obtained further information ... of the proposed Army in Burma Reserve of Officers..." Mr Van Wyck, B.C.S. (I) Handwritten note dated 16th Nov. 1939 from the Home Dept. asking for the views of this Dept. on the application of Mr Van Wyck for a Commission in the A.B.R.O. The main objection put forward by the Home Dept. against the application are:- ..... |
H. Smiles, Editor, Rangoon Gazette, 379 Sparks St., Rangoon. His typed signed letter requests info. on the formation of the ABRO as he knows two people which might wish to join "... are Europeans here invited to join the Army in Burma Reserve of Officers ... " The reply is "..The question of constitutions of the A.B.R.O. is under reference to the Burma Office ... The proposed strength of the A.B.R.O. is 77. At the present time there are about 41 officers in Burma of the A.I.R.O. who have signified their willingness for transfer to the A.B.R.O. when constituted. The remaining 36 will, therefore, have to be Commissioned a soon as the A.B.R.O. is constituted..."

V.C. French, Inspector of Factories. A handwritten note refers to his application for a commission in the A.B.R.O. but the rules/regulations are still under consideration. Typewritten note from F.H. Yarnold to the Dept. of Commerce and Industry
“... is informed that it will be for that Department to decide whether Mr French could be spared for Army service and to obtain the personal orders of His Excellency on his application for appointment to the A.B.R.O. W.H. Tydd, Commissioner of Police. Applies for permission to apply for a commission in the British Army Reserve of Officers. "... The I.G.P., Burma recommends that rejection of the application as the services of Mr Tydd as a trained police officer are required in Burma. Home Office has decided to refuse permission and forward the draft reply to this department for comments.” Saw Sankey is informed that his application has been forwarded. Oct. 1939. |

The formation of the Army in Burma Reserve of Officers is at present under consideration with the Government of Burma and the names of gentlemen resident in Burma who apply to join the Reserve are entered on a waiting list maintained at these Headquarters. Gentlemen who are desirous of being appointed may submit their application to these Headquarters or Headquarters, Rangoon Brigade Area, Mingaladon. Applications will be considered for appointment when the conditions of Service for the Army in Burma Reserve of Officers are published.

The Anglo-Burman Council of Defence has misunderstood the position – ... “it is not a question of discrimination – other Asst. Surgeons viz Dr. U Myint and Dr. Subramniya Aiyer ... who are serving with mobile detachments of the B.F.F.. These officers are also drawing, in spite of their military rank, the same civilian rates of pay and allowances as Dr. Sawyer. The whole position is briefly as follows:- Dr. Sawyer was recommended for a commission in the ABRO last year. But as he was serving with F.F.I it was considered desirable ... footnote states:- “... Whether Mr Wiseman in his capacity as the Chairman, Anglo-Burma Council of Defence is free to criticise the actions of this department ... I do not think we can take exception to the Anglo-Burman Council of Defence representing what it considers to be an enquiry in the treatment of a member of the Anglo-Burman community...”
“... It has now been decided that Asst. Surgeons serving with the F.F. detachments should be granted emergency commissions in the ABRO... ... for a grant of an emergency commission in the ABRO for Dr. Sawyer ...”

The Anglo-Burman Council of Defence has misunderstood the position – ... “it is not a question of discrimination – other Asst. Surgeons viz Dr. U Myint and Dr. Subramniya Aiyer ... who are serving with mobile detachments of the B.F.F.. These officers are also drawing, in spite of their military rank, the same civilian rates of pay and allowances as Dr. Sawyer. The whole position is briefly as follows:- Dr. Sawyer was recommended for a commission in the ABRO last year. But as he was serving with F.F.I it was considered desirable ... footnote states:- “... Whether Mr Wiseman in his capacity as the Chairman, Anglo-Burma Council of Defence is free to criticise the actions of this department ... I do not think we can take exception to the Anglo-Burman Council of Defence representing what it considers to be an enquiry in the treatment of a member of the Anglo-Burman community...”
