An insurrection broke out at Tavoy on the morning of the 9th August, 90 prisoners assisted by the Burman peons in charge, on a pre-concerted signal, put out the lights and attacked the Guard posted over them, at the same time an attempt was made on a Naigue’s Guard at the Magazine. This small party behaved with the greatest gallantry, kept their ground till reinforced and finally secured as much ammunition as necessary, throwing the rest into wells. The Detachment consisted only of 120 men and being too small for the defence of the fort which is breached in many places, took post at the Jetty, where they remained under considerable privations till the 13th, when Major Burney chanced to arrive in the Diana, which was forthwith sent back to Moalmein, whence a reinforcement of Europeans was dispatched.
Major Burney and Capt. Cuxton had however, previously to their arrival blown open the gate and escalading the wall on each side recovered possession of the fort. Six of the insurgents were killed and the inhabitants who had fled, returned. The ringleader, and eleven others principally concerned, had been seized and after trial, executed; most of the prisoners who escaped had given themselves up. Quiet being pretty well restored, Major Burney had returned to Moalmein on the 20th August – so far the news may be relied on as authentic.
On the 3rd Sept. a vessel reached Moalmein with a letter from Col. Kelly stating that a man had arrived at Tavoy on the night of the 28th August with an account that a similar insurrection had broken out at Mergui, where there are only sixty sepoys, that they had been over powered and the officers, with the exception of Lt. Buxton, taken prisoner. This it must be observed is the statement of a man who was sent up to Tavoy to see how the scheme worked there, and finding it to have failed surrendered himself and gave this information, which whether true or not is yet uncertain.
The Diana left Amherst for Mergui with European Troops and 2 Howitzers on the 4th Sept. and till her return nothing certain could be known. The population of Tavoy is 25,000 and of Mergui 8,000.
Since the above was written official accounts have been received from Mergui dated 29th Sept. Stating that all was then quiet at that place but no mention is made whether any disturbance had previously taken place or not.
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
From official accounts it appears that Major Burney arrived at Tavoy on the 13th August; having attacked and dispersed the revels, he reoccupied the Town on the 16th of that month. It was not till three days after this event that the reinforcements from Moalmein reached Tavoy. Moundu the ring leader and several of his adherents were apprehend, brought to trial and executed.
An express had been sent to Capt. Buxton, in civil charge at Mergui, but unfortunately before it arrived, the inhabitants having conspired to attempt a similar revolt there, and reports being spread that Tavoy and Moalmein had been taken by the Burmese, to which was added a story that 5000 Burmese being actually on the march overland from Tavoy to Mergui, the troops were embarked in two small vessels without any supplies, but a scanty quantity of rice.
In six or eight days these vessels had only made a progress of 30 or 40 miles, the larger of the two, a cutter, separated at this period from the boat which had been attached to it, and which contained 51 sepoys.
The conspirators at Mergui hearing that we had reoccupied Tavoy sent out boats to recall the troops, they succeeded in falling in with the sepoys whose vessel had been wrecked and brought them back to Mergui. Major Burney with a party of troops took possession of Mergui without opposition on the 9th Sept. and from the official accounts of a later date, published in the last gazette, our readers will have observed, that Capt. Buxton’s party was also safe and on their march to Tavoy.
The following, we understand, were the names of the officers who embarked at Mergui: Capt. Buxton, 3rd Regt. in civil charge, Lt. Sandys 19th Regt. N.I. Commanding, Lt. Sheppard and Ensign Younghusband of the same Corps.
Tavoy
We republish from a Calcutta Paper an account of the insurrection at Tavoy as being more in detail than that which had already appeared in the Gazette.
Sept. 28th 1829
The H.S. Steamer Diana (having Major Burney, Deputy Commissioner of Tenasserim on board) – proceeded from Moulmein to Tavoy, at which place she arrived on the 13th August. On landing, a promiscuous crowd was found assembled upon the wharf, consisting of H.C. Troops and the Chinese and other foreign inhabitants of Tavoy, with their families. On enquiry, it appeared that at three o’clock, on the morning of the 9th of August, a party of three hundred Burmese rose suddenly and attacked a small magazine guard – but were repulsed. Another party of about two hundred Burmese broke open the jail and released all the prisoners, amounting to ninety.
On the first alarm, the inhabitants, for the most part, quitted the town, the Burmese Native Officers of Government in the interim, deserting to the party of conspirators understood to be headed by Mound-da, a Pensioner of Government. The Commanding Officer of our troops – who, also at the time, was in a bad state of health, scarcely knowing at such a crisis on whom he could properly depend; thought it most advisable, with his small party of sepoys (amounting only to one hundred and twenty men fit for duty, to retire from the town, and take up a position on the neighbouring wharf – where he was accompanied by the Chinese and Mussulman inhabitants etc., although Moung-da had seized on the families of some of the former a hostages. The inhabitants, it became obvious, had fled the town in the first instance, from a belief that the part of British Sepoys was too weak to afford sufficient protection and it was at length ascertained from the Chinese that the conspirators were devoid of all plan – and that being foiled in their attempt to get possession of the Magazine – had greatly disconcerted them.
The Diana was, without loss of time, sent back to Moulmein for a reinforcement – a breast work was thrown up on the wharf and two six pounders properly manned to play upon the town. The Deputy Commissioner had prepared a proclamation calling on such of the inhabitants as still remained in the town, to return to their duty. Means were found to convey this document to the town and apparently with good effect – as some of the Chinese reported on the 15th, that during the night great numbers of the inhabitants were seen flying to the southward of the town.
In due course of the 15th, our party, excellently supported by the Chinese, made two sorties and got possession of the town. The conspirators, whose measures throughout appear to have been of a feeble and ill concerted character fled in every direction and the inhabitants immediately began to return, professing their loyalty to the Government, while the villagers cane in and offered to deliver up Mound-da and his adherents. Correct information having been received that he was concealed at a particular spot a Havildar’s party was sent there and succeeded in apprehending and bringing into town himself, his brother and his principal adherents. As it was possible that an attempt at rescue might be made and as public security required that the most guilty should be punished, Moung-da , his brother and five of the ringleaders were tried by a Special Commission Court and being found guilty of armed revolt against the British Government – received sentence of Death, which shortly after was duly carried into execution. Next day (17th) five more of the ringleaders, who were most active in the revolt were tried, convicted and executed.
The confidence of the inhabitants became now restored completely and in order to clear themselves of any imputation of being connected with Moung-da’s treachery exerted themselves in bringing in those most actively implicated in it, of whom some thirty or forty are in confinement.
On the morning of the 19th the Diana returned from Moulmein with a reinforcement of one hundred Europeans – but in the interim tranquillity had been fully restored and matters had reverted to their usual orderly course.
The revolt it seems was by no means general – but was an ill concerted plan of a discontented junta, who, under the Burmese Government had enjoyed power – but possessed little influence under ours – a state of things which they thought, by such desperate means, to put an end to.
By native accounts brought by the vessels which arrived from the Tenasserim Coast on Thursday last, Mergui and Tavoy are said to be perfectly tranquil. Mr Maingy had returned from Calcutta to which place Major Burney had repaired about a month ago, leaving Mr Blundell in civil charge of Tavoy. – The rice crops promised a plentiful harvest.
